🚗 Are we misinterpreting the vehicle traffic in Turkey?
15/12/2025Important changes were made to the Electric Scooter Regulation by the Ministry of Transport and Infrastructure, the Ministry of Environment, Urbanization and Climate Change and the Ministry of Interior. An era of tighter oversight, greater transparency, and higher security for the micromobility ecosystem begins.
📌 General Evaluation with this change:
>Data sharing is tightening,
>Geofencing becomes mandatory,
>Domestic production is encouraged,
>Security and transparency are increasing,
>Operational quality standard is rising.
🔹 1. “Geofencing” is Now Defined in the RegulationThese areas will be defined compulsorily through the software.
🔹 2nd. Speed Limit + Forbidden Zone Management DigitalizedAuthorization certificate holders:
>UKOME/district will apply the speed limits determined by the traffic in the software,
>Geofencing will be mandatory in prohibited areas,
>When the user approaches the forbidden zone: the device will give an audible warning,
>If the user enters the forbidden zone: the device speed will drop to 6 km/h.
>Instant contact will be established with the user in rollover warnings.>In case of an accident, it will be recorded as accident data.
🔹 3rd. Technical Requirements of Scooters Offered for Use>It will be offered with at least 20% charge level,
🔹 4. Mobile Application RequirementMandatory requirements in the application:
>Charge level (%) and range,
>Instant fee,
>Map service
>Prohibited areas on the map,
>No parking areas,
>Carbon footprint comparison, (compared to car)
>Fee information,
>Helmet/knee pad warning video or document.
🔹 5. Limit to District / Region Based Scooter DistributionIt cannot be less than 70% and more than 130% of the number of scooters authorized in a region. (Lower limit for the November-February period is 40%)Checks will be made with daily average location data.
🔹 6. Scooter Obligation Made in TurkeyAuthorization certificate holders have to procure at least 30% of the scooters they use from companies certified by TSE and producing in Turkey. This article will not be implemented until July 1, 2026.
🔹 7. Entering Accident and Complaint Data into U-NetEvery month:
>Accident data
>Complaint records will be processed into the
>U-Net system.
🔹 8. Call Center Obligation24/7 service: A call center or a support system with the same function (in-app communication) has become mandatory.
🔹 9th. U-Net System Obligations IncreasedAuthorization certificate holders will now compulsorily upload >Accident data>Complaint records >Scooter serial/plate/ID information,>Location data,>Ride start / end / displacement data,> to U-Net via standard web service.
🔹 10th. Location data loading time:
>Every 3 minutes after the start of the ride,
>Within 10 minutes after the end,
>Instant with each change of location.
This data will be shared with the Ministry of Environment, Urbanization and Climate Change, Municipalities, General Directorate, EGM, Gendarmerie.
ANALYSIS OF THE AGENCY:
- User security is prioritized in the changes.
- System security has been increased with data sharing and regional fencing.
- Responsibilities are reflected to the providers.
- Topics that remain open to development:
- Public service announcements and social information.
- Increasing road inspections. Example: In case of use on pedestrian sidewalks, a penalty of 314 TL is applied.
